Regional consultations are a new element in the universal mechanism for the protection of the rights of persons with disabilities

The article is devoted to the study of regional consultations, which are a new form of work, not previously tested by other treaty bodies. Regional consultations are considered as a new element in the universal mechanism to protect the rights of persons with disabilities. According to the author, the mechanism of regional consultations can become a step in the creation of a unified international legal system of human rights protection. This direction creates conditions for a single harmonized international legal activities to protect the rights of persons with disabilities at the universal and regional levels. The article reveals the specific problems of the regions and systemic universal shortcomings in ensuring the rights of persons with disabilities. The object of the study is the international legal relations that are developing about the protection of disabled people. The purpose of this paper is to study the significance of regional consultations of the Committee on the Rights of Persons with Disabilities for international cooperation in the promotion and protection of the rights of persons with disabilities. The author concludes that the mechanism of regional consultations can create conditions for harmonization of the universal and regional legal complexes of protection of the rights of persons with disabilities. This is fully consistent with the realization of the UN Charter’s goal of international cooperation in promoting and encouraging respect for human rights.
