Regional programs for the preservation of the historical and cultural heritage in the southern Russia: accounting the features

Analysis of the regional programs of the subjects Russian Federation, located in the South of Russia, testifies to the particular specialization of some regions in the preservation of the historical and cultural heritage. It affects the formation of the regulatory framework and stimulates the activity of citizens in the solving of these problems. As a problem statement the author suggests a number of approaches that are desirable to take into account in the formation of such targeted programs.
