The article analyses the regional aspect of implementation of the blockchain technology for the registration of real estate rights. The development of blockchain in the registration of real estate rights should be based on a step-by-step approach and consistency. In doing so, it is more logical to give priority to those regions that are developed in terms of industry and have experience in implementing digital technologies. In the preliminary stages, more attention should be paid to the creation of «regulatory sandboxes» on blockchain implementation. The article suggests the main directions of legal regulation of Smart factory and Digital Enterprise as the main entities that are interested in implementation of the blockchain technology. To qualify for Smart Factory status, an enterprise must meet the following criteria: collection of data using sensors and sensors and generation of big data from them; use of cloud computing, based on the collected big data, or quantum computing; use of machine learning for these calculations and data interpretation; introduction of cyber-physical systems into production; interaction of equipment and mechanisms based on the Internet of Things technology; availability of a digital platform; use of the blockchain technology
