Regional potential of the process of program-oriented management of physical culture and sports (on the example of the Krasnodar territory)

Relevance. The article presents the results of the analysis of the regional potential (sports infrastructure, personnel, funding dynamics) of program-oriented management of physical culture and sports. The aim of the study is to assess the effectiveness of program-oriented management of physical culture and sports, taking into account the capabilities of its regional potential, which ensures the solution of the strategic task of progressive development of the industry-the basis for the quality of life of Russian citizens, in conditions of various risks. As a result of the analysis of scientific works on the research topic, it is established that most publications are devoted to the theoretical foundations of physical culture and sports management at the state level, but there are no studies to assess the regional potential that ensures the effectiveness of program-oriented management of the industry based on targeted financing and rational use of resources. The complex nature of the sectoral development system at the regional level includes socio-economic management methods that take into account the sports infrastructure, personnel, financial support, and the population's need for physical culture and sports services (regional potential parameters), which is reflected in target programs for the development of physical culture and sports, taking into account national state tasks defined by decrees of the President of the Russian Federation (2018,2020). Research methods: analysis of scientific literature, statistical information in the field of physical culture and sports, regional strategy of industry development. Results of the study: The state of the information and analytical system of the regional potential affects the assessment of the effectiveness of targeted management of physical culture and sports.
