The regulatory function of culture in modern Russia: search for new reference points

The author explores the regulatory function of culture in modern Russia in the context of state cultural policy. As an empirical material, the Strategy of the state cultural policy for the period up to 2030 is analyzed. The research methodology is based on the culturological attribution of the most significant prospective risks of cultural development within the framework of the typology of probable scenarios undertaken in the strategic document. The inertial scenario for the implementation of the state cultural policy looks the most realistic. However, it remains the most costly and least profitable, since it does not guarantee the return of public investment in the form of ensuring the unity and cultural sovereignty of Russian society. The transition to a new model of cultural policy, which implies its multisubjectivity, does not exclude the planned centralized nature of infrastructural transformations. The leading reference point of cultural policy is the task of creating conditions for the exchange of positive experience and collaborations of cultural figures of all possible forms of creating a national cultural product.
