Restrictions on human rights and freedoms established in the historical retrospect of the Russian state can be divided into the following groups: restrictions on the rights and freedoms of certain persons (as a rule, offenders); restrictions on the rights of certain categories of persons on sexual, religious, national, professional and other grounds; restrictions on rights and freedoms under the conditions of the introduction of special legal regimes. Many of the existing restrictions can be described as unreasonable, excessive, even cruel. In the legal regulation of the institution of restrictions on human rights and freedoms, the State should not impose obligations on citizens that exceed the limits of public interest, for the achievement of which restrictions are established. It is necessary to ensure a balance between the interests of the individual and the state.
