Retrospective analysis of the preliminary investigation under introduction of martial law (special military operation)

The article is devoted to the consideration of the features of the preliminary investigation under conditions of martial law (special military operation). To this purpose, the basic legal acts regulating criminal proceedings in Russia at different historical periods are studied and analyzed. The concepts of «martial law» and «special military operation» are brought into correlation, some problems in their legislative consolidation are identified, and ways to solve them are proposed. The presented material allows us to trace the history of the formation of criminal procedure legislation in the context of the introduction of martial law (special military operation) as the Russian state develops.
