Risk-based approach to innovative climate assessment

The relevance of the study lies in the need to consider axiological processes aimed at assessing the innovation climate as one of the drivers of economic development. In this study, based on the theory of risk management, the theory of stakeholders, the author proposes an author’s approach to the development of a methodology for assessing the innovation climate of the country and its regions. The purpose of the study is to form new knowledge about the assessment of the innovation climate based on a risk-based approach. The proposed methodology is based on parametric, resource-providing and scientific-applied levels of assessment of the innovation climate of the country and/or its regions and can be used in the axiological activities of both federal and regional authorities to make managerial decisions. The structure of the methodological risk-oriented approach to the assessment of the national innovation climate, its content and the essence of the formation of inform are revealed.
