This study addresses the issue of cultivating a culture of continuous learning as a response to the significant challenges posed by technological modernization. Previously, this mode of education was considered a “luxury item” that provided individuals with competitive advantages, enabling them to surpass their peers in professional development. Nowadays, however, the practical realization of a conscious need for continuous learning has become a survival factor. The culture of continuous learning is grounded in a continuous curiosity about the world. Due to the implementation of indoctrinative methodologies in the post-Soviet education system, this culture was significantly undermined. The formation of such a culture is crucial not only for the survival of individual citizens but also for the state as a whole, as it concerns educational sovereignty. This process can also be interpreted as the foundation for managing mass behavior. In conclusion, fostering a culture of lifelong learning is essential in the context of technological modernization. The ability to continuously adapt and learn is fundamental for managing societal behavior and ensuring a nation’s competitive edge in the global arena.
