The role of research and education center in ensuring the socio-economic development of regions

The article examines the impact of research and education centers (RECs) on the development of regions through training, innovation, transfer and commercialization of technologies that are in demand in the modern knowledge economy. The purpose of the study is to assess the contribution of RECs to the development of regions by establishing a relationship between the performance indicators of RECs and socioeconomic indicators of regions. The evidence-based justification of this dependence using economic and mathematical modeling and the use of the obtained models for predicting possible scenarios of regional development form the novelty and practical significance of the study. The initial data for analysis and modeling were socio-economic indicators of the Volga and Ural Federal districts for the period 2013-2017. The methodological basis of the article is the works of domestic and foreign scientists who consider the issues of integration of science, education and business, their mutual influence and development prospects. Methodological tools: system, logical, statistical, correlation and regression analysis methods, economic and mathematical modeling. Main findings: a number of statistical dependency between the cost of research and development, the number of personnel involved in these developments, and the number of issued patents developed by the advanced manufacturing technology, volume of innovative output and ultimately the size of GRP; it built a statistically significant model that will allow to make the forecast calculations of the dynamics of socio-economic indicators of the Perm region until 2024. The main findings of the study: the increased funding of science and education entails the GRP growth, the increase in revenues of the consolidated budget, increased per capita incomes, reducing employment, increasing productivity.
