The role of non-governmental non-profit organizations in promoting the cultural policy of BRICS at the international level

The BRICS group was formed in 2006 on the sidelines of the St. Petersburg Economic Forum with the aim of developing economic relations between its members and the designing of a certain economic bloc similar to the European Union, which marked the decline of globalization or the transition to its new form - regionalization. The purpose of the research is to study the role of Russian non-governmental non-profit organizations of the BRICS group in promoting the cultural policy of the alliance. In our research, we used cultural and managerial approaches, and we also consider the topic from the perspective of international relations. The most pronounced characteristic of the countries of the group in the sphere of culture can be called neo-traditionalism as a reaction to modernization, which implies the obligatory westernization of socio-cultural life. Almost all BRICS countries have gone through the colonial experience, which significantly undermined the traditional foundations of life and culture in them. For Russia, the development of a network of non-profit nongovernmental organizations is of strategic importance, especially in the light of the identified threats noted in the Order of the Government of the Russian Federation of February 29, 2016 No. 302-r. Nevertheless, in our country there are extremely few non-governmental organizations that would promote our culture at the global level, there are few of them, they are disunited, the staff has a very small number of employees, and the budgets leave much to be desired. The study showed that in Russia only 4 non-profit organizations, 3 of which were established with the support of the government and business and are located in the capital, are not enough to form a common cultural policy of the group. The results obtained can be used for the development of the non-state sector of international cultural relations in general, and for the development of a common cultural policy of the BRICS, in particular.
