In our country a variety of measures have taken to improve the situation of children with disabilities, including the conditions for their quality education. Ignorance by teachers the features of such children and unavailability to interact with them can significantly hamper the inclusion of students in the educational environment. The purpose of the article is the actualization of the problem of introduction of New Educational Standard for students with disabilities, involving a change in the requirements of the system to all participants of the educational process, and to the teachers, first. The article discusses the features of children with problems in intellectual development, because the mastering of educational programs and necessary skills are directly related to student mental abilities. We can select the most typical features of primary school students with problems in intellectual development: various disorders in cognitive, emotional and personal spheres that hamper the assimilation of educational material and development of skills; there are relative reversibility of symptoms in children with delayed mental development, which decreases under the influence of correction; developmental disorders are present throughout life in children with mental retardation; students have potential capabilities of formation of the psyche as a «zone of proximal development», wherein a significant source of formation of mental functions is the social (including the teacher) impact.
