In the conditions of the market economy, it is possible to succeed in the implementation of large-scale socio-economic projects of general national importance, if the overall effect of the state and business consolidation is combined. The effective integration of the "education-science-production" triangle into Uzbekistan's innovation-driven development is a topical issue that plays a crucial role in the solution of this problem of public-private partnerships.

Today, businesses need to be actively involved in the development of social investment in education. Because the share of the state in the economy is gradually decreasing, the share of business is growing steadily. The state budget will not be able to allocate enough lips to solve all social issues. This will require the financial support of business. Also, according to the Decree of the President of the Republic of Uzbekistan "On the Strategy for further development of the Republic of Uzbekistan" dated February 7, 2017, PF4947: As part of the last paragraph of Chapter 3.4 of the Strategy for Socio-Economic Development of Uzbekistan for 2017-2021, expansion of partnership.

Especially the widespread use of business opportunities in expanding and expanding the quality of education services is a top priority for human capital development. In accordance with the Decree of the President of the Republic of Uzbekistan №PF-5544 dated September 21, 2018 "On Approval of the Strategy for Innovative Development of the Republic of Uzbekistan for 2019-2021": "The Human Capital Development Strategy as the Main Factor of the Country's Competitiveness and Innovative Development in the International Competition the main purpose of which is to ".

An important element of human capital development is education. The quality of educational services is also a criterion for assessing competitiveness of educational institutions. Therefore, it is important to study the main ways to improve the quality of educational services based on public-private partnerships.

Tourism, which is one of the most profitable and most dynamic sectors, especially after oil extraction and processing, provides 10% of the world market of production and service, according to the World Tourism Organization's analysis. 6% of global GDP, 7% of global investments, 11% of world consumption expenditures, 5-6% of all tax revenues, and 16 of these are in the area of hospitality. These figures illustrate the direct impact of the tourism sector.

We believe that the development of this industry in our country is related to the quality of tourism education services. Great attention is paying attention to this issue in our country.

The brightest examples of this are the attention paid to education The financial resources allocated for the implementation of the Program of Complex Development of the HES for 2017-2021 are over 1.7 trillion sums, of which 1.2 trillion sums - educational laboratories, gyms and reconstruction and capital repairs of student's houses, more than 500 billion sums - providing educational laboratories, furniture and inventory, all for use in general order the creation of institutions that provide services to laboratory complexes used for the development of information and communication technologies.

However, given the fact that the education system should always live in the future, there is a great deal of work to be done. Therefore, it is possible to double the indicators of financial resources allocated for the implementation of the program of integrated development of the HES, if possible, even if it is able to generate the overall effect of consolidating the power of the state and business.

Based on the above, the interaction of the state and business is an important factor in the development of the modern market economy, because the successful implementation of public-private partnerships depends on the readiness of the state to engage with business.

The scientific literature contains a large number of studies by foreign and local scientists on the study of the issues of the organization of the SCO. In particular, the scientific and theoretical features of the state of the art include K.A.Antonova, A.Alpatov, O.Belokrylova, I.E. Bolexov, B.G. Varnavsky, E.A. Dynin, L.I. Efimova, V.A. The works of such scientists as Mikheev are considered in the World Bank Reports.

Economist K.A. Antonova called the United States of America "publicprivate partnership as a factor in the socio-economic development of Russia" as an institutional organizational alliance between government and business, between government and private agencies.

Theory and Practice "in the textbook" The USSR is a public-private partnership between public and private sectors, with respect to government and public institutions, institutions and organizations engaged in publicly-funded projects, expresses the legally enforced form of interaction.

E.A. Dynin states that "the USSR is a process of uniting the material and non-material resources of society (government or local self-governance) on long-term and mutually beneficial basis for creating social services or providing social services."

Public and private partnerships are interpreted differently by various international financial institutions, foreign and national economists and experts. In particular, the Organization for Economic Co-operation and Development (OECD) is an agreement between the government and one or more private partners (co-financiers or co-operative organizations) in which partners provided that the state provides services and benefits of the private investor are mutually shared and the effectiveness of this relationship depends on how the risks are shared with a private partner.

In the definition issued by the International Monetary Fund, "the USSR is an agreement to provide the private sector with the infrastructure and services that are traditionally provided by the state".

In addition, in the scientific and economic literature, the public-private partnerships is a national and international, large-scale, local, but always crucially important and important for the implementation of socially significant public projects, involving the government's specific authority over social objects, partnerships for public and business partnerships, concessionaire and operating leasing, transport, bridges, tunnels, hospitals, schools and other social infrastructure relationships between risk sharing and profit sharing in the organization of the enterprise, agreement on risk and income distribution among state-owned and private companies, responsibility and liability distribution, medium-term and long-term public-private partnerships, subject to public and municipal property, as well as services provided by the budgetary sector, and the private sector with a wide range of economic activities. relationships with the private sector, privatization, privatization, bridges, highways, pipelines, airports, ports, and long-term leasing to the private sector, key economic benefits to the region, and critical relationships, not the government's involvement in business and its deep interference in the economy, but also in cooperation with it, on project advice, such as the relationships in achieving common goals of the food policy.

Thus, public-private partnerships are literally mutually beneficial relationships with the private sector to provide services. The effective integration of the "education-science-production" triangle into Uzbekistan's innovation-driven development is a topical issue that plays a crucial role in the solution of this problem of public-private partnerships. Today, businesses need to be actively involved in the development of social investment in education. Public-private partnerships create the necessary conditions for the involvement of technology, labor and investment funds in the accelerated development of tourism education services and the quality of education.
