Russian labor market, employment and unemployment: basis or obstacle for sustainable development

The concept of sustainable development, which arose in response to the accumulated global contradictions, is the new paradigm of development management. Despite the initial declarative nature, it led to the formation of a new model for civilization development; according to the sustainable development concept, the achievement of environmental, social, and economic goals is interconnected. The implementation of the modern concept of sustainable development is based on a specific measurement system - goals, objectives, targets, and indicators of sustainable development. Indicators characterizing the eighth goal, which is “decent work”, have a special role in this system. The article provides a comprehensive analysis of the practical implementation of the sustainable development goals in the field of labor and employment in the Russian Federation, including qualitative and quantitative characteristics. The composition and sufficiency of current and prospective statistical indicators used in the Russian Federation for monitoring sustainable development goals in the field of labor and employment are considered. A comparative dynamic analysis of the unemployment rate in developed countries has been carried out. A dynamic and correlation-regression analysis of the structure of unemployment, informal employment in non-agricultural sectors, the structure of NEET youth, and gender differences in wages in various sectors of the Russian Federation have been investigated. The trends characterizing gender equality in the Russian labor market have been identified and statistically confirmed. Due to uneven spatial and regional development, as well as gender factors, the situation on the Russian labor market in the near future may become a destabilizing factor of the national socio-economic system and pose a threat to the achievement of all sustainable development goals.
