Russian legislation in the field of higher education and national development goals: comparative analysis

The article analyzes the transformation of the system of national goals in accordance with Presidential Decree No. 474, as well as the reflection of national projects (programs) and indicators in the legislation of higher education. The high degree of correlation between the indicators, factors and the system of national projects activities demonstrates the institutional consolidation of the project management method. In accordance with the new goals and objectives, the current system of legislation in higher education can be expected to reflect the objectives laid down on the way to achieving national goals. However, based on a comparative analysis, it was revealed that the system of legislation in the field of education and science and the national goals and other strategic documents approved by the Presidential Decree are not reflected in the main documents regulating the activities of Russian universities. Special attention is paid to the issue of financing national educational projects. The gaps identified allowed us to offer a number of recommendations for the further development of legislation in order to increase the participation of universities in the achievement of national goals.
