Unauthorized mining of semi-precious stones as an offense in the field of licensing and permitting activities

The article examines the composition of such an administrative offense as unauthorized extraction of amber, jade and other semi-precious stones. The main signs of unauthorized mining are identified, their description is presented, and a list of stones that fall under the criteria of semi-precious stones is also considered. In the course of considering these aspects, theoretical and practical problems that arise when qualifying the offense under Art. 7.5 Code of Administrative Offenses of the Russian Federation.
