Sanctions Pressure as a Determinant of a Paradigm Shift in Public Administration: From Protection to Proactive Development

The article examines the transformation of the public administration paradigm under the influence of unprecedented sanctions pressure considered as a permanent factor in the national economic systems functioning. The author substantiates the proposition that modern sanctions regimes, going beyond temporary restrictive measures, form a new reality that requires a fundamental revision of theoretical frameworks and practical models for public administration. Based on the analysis of Russian experience in adapting to the sanction restrictions 2014/2025, the consistent patterns of transition from a defense protection strategy against external shocks to a proactive model integrating the principles of resilience, flexibility, and advanced development are revealed. A conceptual model of public administration under conditions of permanent sanctions pressure is proposed, including structural, functional, and value transformation of institutions. The conclusion is drawn about the formation of a new paradigm, in which sanctions act not only as a challenge requiring adaptation, but also as a catalyst for institutional transformation focused on long-term sustainable development.
