Balanced budget as a condition of its sustainability

The article analyses the category “balanced budget”. The study of the literature devoted to the problems of budget management has allowed us to identify the main ways of achieving balanced regional budgets and make the matrix of methods “the budget-legal institute - a stage of the budget process”. The article states that nowadays each budget-legal institute is imperfect and has a number of negative effects that hinders the achievement of a balanced budget. It concludes that the category “balanced budget” is complex. In our opinion, the long-term budget system sustainability requires that balance is guaranteed not only by the equality of revenue and expenditure, but also by the responsible debt policy, the effective model of interbudgetary cooperation and improvement of the tools of fiscal risk management.
