Rural and urban settlements in the context of legislative regulation in federal laws and the draft federal law about local government

The issue of the territorial organization of local self-government in the Russian Federation is considered in the context of a discussion of legislative regulation of this type of municipal formation as rural and urban settlements, including the draft of a new federal law on local self-government “On the general principles of the organization of local self-government in a unified system of public authority”, submitted to the State Duma at the end of 2021. The status of settlements in the Constitution of the Russian Federation, as well as in the federal laws on local self-government of 1995 and 2003 is considered. As for the bill, the fallacy of its provisions on the abolition of settlements as a type of municipal formation is substantiated. Accordingly, the need for their preservation is shown, and above all in connection with the importance of the development of civil society in Russia.
