The article considers the constitutional and legal foundations of demographic policy as one of the directions of ensuring the national security of the state. The normative foundations of demographic policy are considered from the perspective of the federal structure of the state and the effectiveness of governance within the framework of the differentiation of subjects of jurisdiction areas between the federation and its subjects. The author states that one of the most significant shortcomings of the constitutional and legal mechanism for regulating relations in the field of demographic policy is the lack of a clear specification of the state policy in this area, as well as an unreasonable choice of specific forms, methods and legal accents for influencing certain demographic processes.
