Synergetics. Higher school educational system building principles

Synergetic aspects of provincial higher school educational systems building are considered in this article. Author's methodological views are refined. Purposes, tasks and principles of synergetic educational systems are defined. Monitoring model as bases of synergetic system control is proposed.
