Singapore Port in the Structure of International Transport Corridors: Key Factors for Success of a Multimodal Transport Hub

The application of the provisions of institutional economic theory to the development of Russian multimodal transport hubs and priority development areas mechanisms makes it possible to identify key institutional barriers and propose solutions to overcome them. The article examines the experience of the Singapore multimodal transport hub as the world’s leading logistics center. Singapore’s experience demonstrates that the successful development of spatial logistics requires not only attracting investment in infrastructure but also deep institutional transformation – the formation of effective regulatory mechanisms, reducing administrative barriers, and supporting innovation. In this context, the adaptation of the provisions of the new institutional economic theory can become the basis for the modernization of the Russian transport complex and its integration into global transport and logistics chains. As a result of the study, the directions of the institutional transformation of the Russian transport complex are highlighted, and the need for the development of domestic innovation infrastructure is substantiated. The role of transport corridors, priority development territories, and international priority development territories for the effective organization of multimodal transport hubs has also been proved. The authors present the factors of effective development of the Singapore multimodal transport hub in comparison with the mechanism of the Russian priority development areas; the common features and advantages of each of the considered mechanisms are highlighted.
