The system of unified public authority in the Russian Federation: constitutional interpretation and real practice

In Russian constitutionalism, a new category has emerged - the system of unified public power. The 2020 amendments to the Basic Law of the State established that local self-government bodies and state authorities are part of a single system of public power. However, the Federal Law «On the State Council of the Russian Federation» contains a slightly different interpretation of the category «system of unified public authority». In the article, the author consistently analyzes the provisions of part 3 of Article 132 of the Constitution of the Russian Federation and the above-mentioned Federal Law, coming to the conclusion that in practice, the system of unified public power includes not only state authorities and local self-government. As an element of novelty, the author's formulation of the category «public power» is proposed in the article, and a comprehensive systematization of the signs of public power is carried out.
