System of legal regulation of the status of a municipal employee

The article considers the system of legal regulation of local self-government, municipal service and the status of municipal employees. It is emphasized that this system includes three levels and three types of legal acts - federal, regional and municipal. It is noted that all three components are interrelated and are elements of a single system of legal regulation of this sphere. The author points out the ambiguity of the role and significance of the decisions of the Constitutional Court of the Russian Federation in this area.
