A system of structural shift management of the local markets for ensuring sustainable regional development

The article discusses the possibility of ensuring the sustainable development of a regional economy by structural shift management of the local markets (production, human resources, vocational education). The author substantiates the need for development of a multi-level system of the local markets’ coherent growth. The main management subsystems are: prognostication of balanced changes of the local markets, monitoring of current demand on the human resources market, mechanisms of structural shift control of the local markets.
