The article deals with the unity of Russian traditional values, which cannot be understood unilaterally as a return to the past and patriarchal norms as a “natural” and distinctive cultural code. The authors draw attention to the fact that in the Decree of the President of the Russian Federation No. 809 of November 09, 2022 between the traditional and the universal stands “and”, not “or”, and the Russian state is de ned as the guardian and protector of “original universal values”. In order to clarify the relationship between the universal and the traditional, the system of liberal values based on personal freedom is characterized, from its formation and elevation during the Great French Revolution to the crisis in the XIX-XX centuries and decomposition in the socalled «new ethics». It is the concrete historical analysis that allows us to identify the positive core of liberal democratic values, that “primordial universal”, as noted in the Decree, which becomes a traditional moment of our culture and morality. In the light of the crisis of liberalism in the 19th century, the formation of a socialist/communist system of values is considered, the positive aspects of which, primarily creative labor, collectivism and social justice, are also re ected in the Decree in the list of Russian traditional values. Thus, the article in their historical dynamics and metamorphosis characterizes three value systems of coordinates that form the traditional foundations of the Russian civic identity, which, as the authors emphasize, has the character of supranational and supra confessional moral guidelines. It is concluded that the systemic unity of Russian traditional values, which is outlined in the Decree, is in the process of formation. Their concrete synthesis will be determined by real social practice and, among other things, by the cultural policy of the state.
