A systematic approach to classification of state financial support measures for small and medium-sized enterprises in the Russian Federation

Introduction: the importance of systematization and classification of state financial support measures for small and medium-sized enterprises is determined by the multiplicity and diversity of their practical application, as well as the emergence of situational measures and growing emphasis on them in the turbulent economy developing against the background of COVID-19 pandemic and geopolitical changes. All this reduces the transparency of conditions for obtaining financial support for businesses and affects its effectiveness due to the need to constantly change the focus of state regulation in an unstable environment.
