System and economic concept of the module strategy of the high-tech complexes development as highway for creating technological contour of the breakthrough systems development

Authors research the actual scientific and practical problem of the creating, accelerating and low resources development of the systems for realization the necessary strategic response of complex systems to threats. The complex systems are described as a system triad: the fleet of the technical systems as the complex forming and system formation, industrial and exploitation organizations for adequate reproduction and operation reading of this fleet. Authors substantiate that needed strategy response may be given beforehand while the development of new techniques is based on the basic propositions and principles of the integrity system economic conception of the strategy of the module development. Such strategy of the development is suggested as a basis structure for the contours of the breakthrough development of innovation technology.
