Social competence of internal affairs bodies’ heads: methodology of structural analysis

The article presents the results of the theoretical and methodological analysis of the social competence of internal affairs bodies’ heads and outlines the ways to improve it. Its manifold manifestations are structured into several blocks - subject, object, content and species. The first of these blocks includes the subjects of social interaction (individual employees, operational groups and units of the Department of Internal Affairs); the second - various levels and spheres of social interaction, in relation to which social competence applies; the third - professional abilities (knowledge, skills, abilities), professional readiness and involvement. The structure of the fourth block is specifically studied, which distinguishes several types of competence: socio-intellectual, socio-analytical, socio-role, socio-legal, ethical and moral, communicative, sociocultural, sociolinguistic, socio-psychological, conflict, socio-pedagogical, socio-managerial, self-management, socio-technological. The characteristics of these competency’s types, their real state in the practical activities of the Internal Affairs Bodies’ heads, conditions and ways of development are given. The article materials give valuable information on the professional training of employees, first of all, heads of Internal Affairs Bodies, assessment and improvement of their qualification.
