Socio-Infrastructural Risks of Rural Human Capital Accumulation in the Republic of Belarus

Тhe article analyzes the main indicators of social infrastructure development in rural areas as a basic condition for the formation and accumulation of human capital on the basis of official statistical data of the Republic of Belarus. Along with the study of basic parameters, special attention is paid to the trends in information and communication equipment of rural areas, which in modern conditions predetermines the main trends of migration processes in rural areas. The monitoring allowed us to establish the presence of significant disparities in socio-economic and infrastructural development of urban and rural areas in terms of the studied indicators: accessibility of the nearest social infrastructure facilities, the quality of mobile communications and equipment with data transmission networks, accessibility and improvement of housing, provision of educational, educational and tourist services. The identified infrastructural inequality of urban and rural population allowed us to systematize the socio-infrastructural risks of rural human capital accumulation in Belarus, the manifestation of which will contribute to the increase in the digital divide in the development of urban and rural areas. This will have a negative impact on the efficiency of utilization of the potential of the rural economy in the country. The research allowed us to identify priority areas for the development of peripheral areas, including the systematic and continuous introduction of information technologies into the daily and professional activities of local residents, as well as increasing the volume and improving the efficiency of investment support for the accumulation and development of rural human capital.
