The article gives the review of the conceptions of social education in the chronology which corresponds to the Russian society development. The historical justification of the extracurricular, political and educational, cultural and educational work, cultural and leisure, and socio-cultural activities is given. The critical analysis of the conception of creative economy and development of creative industries is given.
