Social and pedagogical rehabilitation activity of policemen in Russia and abroad: comparative analysis

Introduction. The paper contains the comparative analysis of police professional education in Russia, the USA, Germany and the UK according to the aspects of social and pedagogical rehabilitation work conducted with juvenile offenders and previously convicted people. The focus is made on the essence and the content of social and pedagogical rehabilitation in different countries. The aim of the research is to form the suggestions to modernize social and pedagogical rehabilitation of the citizens under supervision in Russia basing on the comparative analysis of successful social and pedagogical rehabilitation experience in foreign countries. Materials and Methods. The pedagogical analysis of normative legal acts, various departmental documents and periodicals was used. The authors employed the work experience of law enforcement departments conducting social and pedagogical rehabilitation events for juveniles and previously convicted people to prevent recidivism among them and asocial life style. Methods of pedagogical comparative studies, pedagogical hermeneutics, questioning were applied. 231 fourth- and fifth-year cadets and trainees of the Ural Law Institute of the Russian Ministry of Internal Affairs were questioned. Results and Discussion. The research on the issue of organization of police professional education and training in the field of social and pedagogical rehabilitation in Russia and abroad revealed that social and pedagogical rehabilitation measures taken for juveniles and previously convicted people abroad involving police officers and representatives of social rehabilitation centres significantly decrease recidivism and lead to early return of the mentioned categories of citizens to normal life. In this regard it is necessary to consider successful foreign experience in the field of professional education and training of the Russian police officers for social and pedagogical rehabilitation work. Conclusions. Introducing “social pedagogical rehabilitation competence” into professional education of cadets and trainees of the educational organizations of the Russian Ministry of Internal Affairs and implementing successful foreign experience will significantly increase the quality of teaching the trainees to interact and take social and pedagogical rehabilitation measures among juvenile offenders and previous convicts.
