Social governance implemented to the regulation of cross-border flows in the context of mobilization economy model

The increase of significance of national State borders and of importance of regulation applied to the cross-border transfer of goods, services, capital, and human resources, including of supranational coalitions areas, determines the relevance of both technological aspects, for example, regulation of the use of block-chain, and sociocultural organizational-administrative approaches to balance flows, ensuring safety and expediency. The paper systematizes social technologies that are pertinent to regulate cross-border flows in the context of geopolitical shift and of mobilization model of the economy.
