Social design as a mechanism of building an effective system of local self-government

Local self-government is considered as a dynamic social system aimed at meeting the basic living needs of the population of a certain territory. It is proved that the relationships that arise during the development of the system make it dependent on the surrounding world, force it to adapt to it, enter into many social interactions, which leads to the transformation of the system, the loss of its effectiveness. It is concluded that at the moment there is a need for a new managerial worldview. The specifics of local self-government as a social object required new, conceptual foundations for building an effective system that implements the principles of democracy and forms a civil society. As a possible conceptual tool that provides a solution to this problem, social design acts as a process for creating an ideal object - a model that subsequently materializes in the forms of social life.
