Social design: Municipal authorities and local communities consolidating practices in overcoming sociocultural risks

Introduction: modern society is characterized by an increase in socio-cultural risks, which are especially acute at the level of municipalities. In this regard, socio-cultural design aimed at mitigating and eliminating these threats is becoming especially relevant. Objectives: to develop a classification of projects implemented in municipalities and aimed at overcoming socio-cultural risks. Methods: the methodological strategy of the research is a case study, including an analysis of six municipalities of the Perm Region, with differing socio-economic characteristics. The empirical base of the study was formed based on expert interviews (N = 32) with representatives of municipal authorities, non-profit organizations and public associations. Results: project types are identified depending on the initiator (problem carriers, non-profit organizations, municipal organizations, authorities, joint initiatives), source of funding (municipal, regional, federal budgets, grants, donations, own funds, co-financing) and target audience (children, youth, elderly people, ethnic groups, socially vulnerable groups). A typology is also proposed based on the subject focus of projects, including urban development, tourism, cultural events, creative initiatives, preservation of historical memory, civic-patriotic education, sports, healthy lifestyle, preventive actions, ecology, family and childhood. Conclusions: the importance of consolidating practices (dialogue, co-financing, inter-municipal cooperation) for the successful implementation of projects is emphasized. The key factor is the interaction between municipalities, non-profit organizations and citizens with the coordinating role of authorities.
