Social risks and the problem of their ranking in the social work system of the Russian Federation

The article argues that the planning of social work in the Russian Federation should take into account two fundamentally important aspects – the specifics of a particular region, which has its own system of social risks for the population and society as a whole, as well as the content of its key element. Confidence impacts on the system-forming risk which will transform the whole set of social problems of the region and achieve the greatest effect at the lowest cost. It is also argued that it is necessary to develop a model of interaction of interregional risks affecting the entire system of societal risks of Russian society. It is summarized that it is impossible to avoid the appearance of social risks, but they can be controlled; it is necessary to build a system of parameters of social well-being to correct the activities and interaction of regional and federal managers; it is important to take into account the hierarchy of risks in terms of their impact on the development of society to eliminate the problems that produce these risks; the regional aspect of the specifics of social risks should be taken into account when determining how to level them; it is necessary to introduce a system for evaluating the effectiveness of social services to minimize the negative impact of social risks
