Social technologies applied to manage the historical memory development in school students

The study discusses the aspects of historical memory development in modern Russian secondary schools. By a case study of high school students in Perm Krai, the research analyzes the social technologies applied to form the historical memory as a pivotal factor in creating the general civil and territorial identity. School education plays a special role in the historical memory development in any society. Consequently, the system of secondary education, including both training and educational process, should be within the scope of social technologies for the formation of the historical memory. The problem of its formation cannot be solely solved by educational tools and technologies, therefore the historical memory must become the subject matter of public administration as a whole. The author analyzes the federal and regional legislative instruments regulating the management of the historical memory development, examines syllabi and cases of commemorative practices. The elaboration on the regulatory documents demonstrates that they are inconsistent with each other, do not create a unified management concept, which leads to a conflict of interpretation of the past in various sources of the historical memory formation. This problem results in disastrous consequences such as the second-order historical traumas and the identity crisis. The author proposes to change the current social technologies of the historical memory development.
