Social conservatism as a measure to preserve educational assets

In recent years, Russia has suffered trillions of losses from the brain drain and know-how. An effective solution to this problem has not yet been found. New approaches are needed. This study is the first to apply the concept of “educational assets” to analyze the reasons why academics are reluctant to stay in Russia. Although the author believes that a simple increase in the salaries of scientists in terms of costs - a measure that is not comparable in terms of the amount of necessary funding with losses from the drain of educational assets (we lose much more from the emigration of scientists and highly qualified specialists), the study shows a deeper method of solving the problem. As an alternative method of solving the problem, it is proposed to use the mechanism developed by the author, based on the new ideology of social conservatism proposed by A.I. Podberezkin. The paper is devoted to the phenomenon of brain drain, in other words - the outflow of educational assets. The novelty is that ideology is inscribed in the social mechanism and the consequences of its implementation. The social mechanism consists of five blocks: managerial, represented by power and administrative structures designed to choose the direction of development of the country's educational capital; status, based on the creators and founders forming the strategy of this development; socio-cultural, represented by the scientific and educational potential inherent in society; behavioral, based on the human capital, including the international one; the social consequences block. If it is possible to spread it, the world will come to harmony, and the brain drain will stop.
