Social rating as a system of control of social activity of citizens in a modern state: advantages and contradictions

The features of social rating in this article are disclosed in the context of its influence on politics in a modern state. Social rating is a system of control over social activity of citizens, which is assessed by several parameters. These parameters are analyzed in the article. The advantages of social rating (reduction of crime rate and number of offenses, economic growth, reduction of social inequality) are listed, as well as its weaknesses (difficulties in combining with the concept of human rights, formal performance of good deeds, circumvention of the system). The experience of introducing social rating in the territory of the modern People’s Republic of China is disclosed in detail and social rating projects in Russia and Belarus are briefly touched upon. At the end of the material, the attitude of the population to social rating is briefly touched upon based on the material of a sociological survey; the survey shows a positive attitude to social rating in China and an ambiguous one in Russia. The article can be useful both in further research and in practical activities of reforming the public administration system. The novelty of the work consists in considering the social rating as a system of control over the social activity of citizens in a modern state both from the point of view of its current functioning in China, as well as draft developments of social rating projects in other countries, and from the point of view of the attitude of the Russian and Chinese population to the social rating.
