Socio-cultural aspects of creating parks based on the industrial infrastructure of the past (foreign experience)

The article is devoted to the analysis of foreign experience in the transformation of disused railway infrastructure into recreational areas using modern architectural solutions, park art and gardening. The creation of the Promenade Plantée/ Coulée Verte René Dumont in Paris made it possible to save an industrial facility of the Industrial Revolution era. At the same time, it performs new functions that are extremely in demand today: a recreational green zone in dense urban housing, improving the quality of life of the population, as well as preserving cultural identity and intangible heritage. The High Line in New York is a vivid example of the transformation of a rusting elevated railway into an innovative park with original architectural and landscape design. In addition, the High Line has become a multifunctional platform for contemporary art, cultural events, concerts, and educational programs. The emergence of the High Line is an example of successful civic activism. The High Line has improved the quality of life of the population in a cramped, overpopulated metropolis and has made a significant contribution to the city's economy through increased tax revenues and the creation of numerous workplaces. When creating such parks, possible negative consequences should also be taken into account, such as redundant building in the surrounding area and excessive influx of tourists. In modern Russian realities, the creation of parks based on disused railway infrastructure seems to be a promising direction for the development of cities of the XXI century.
