The relationship between the teaching and educational functions of education in countries with democratic and non-democratic political regimes (using the example of the USSR and Russia)

The influence of the existing political regime in the country on the education system, in particular on the sphere of additional education of children and adults, is considered. The relationship between educational and training functions in the system of additional education in the last decades of the USSR and in modern Russia is analyzed. The study is based on the political and socio-economic context in which the gradual transformation of the Soviet educational system and additional education took place. The identified imbalance between the educational and training functions seems justified by the political regimes existing in countries: in non-democratic regimes the educational function is predominant, while in a democratic state the emphasis shifts towards education. It also identified the need that has emerged in recent years for the development and application of approaches that allow balancing the educational and training functions of education both in the educational system of Russia in general and in the field of additional education in particular, since this seems to be an important condition for ensuring high-quality and comprehensive development students regardless of their age.
