Correlation between legal and ethical issues in the civil servants' behaviour

An essential fall from public favour of most political and social institutions in the developed countries took place in the second half of XXth century. Growing public disappointment in moral of the political and administrative class representatives became the reason for it. The growth of public discontent with the activities of the government employees generated a serious threat to undermine the legitimacy of the existing political system. Acknowledgement of the importance of administrative ethics as an effectiveness factor of civil service and compulsory requirements of public favour reservation appeared as response to this threat in the developed countries. Also the reasons which have urged the 'ethic issues' in the civil service sphere as well as a correlation between the legal and ethic regulators of official behaviour of civil servants.
