Improving adaptation in the public civil service system as a way to reduce staff turnover: theoretical aspect

The article focuses on the problems of staff turnover in the civil service and the issues of effective adaptation of employees during the probationary period with the help of social technologies, measures aimed at eliminating the impact of adverse factors, increasing motivation. Based on the research and analysis of the resources of the database «Best Personnel Practices in the Public Civil Service and Municipal Service» of the RF Ministry of Labor, the specifics of the adaptation process of young professionals in the public civil service to the work process, organizational structure, norms and rules of the team are revealed. Regional experience of implementing adaptation programs is studied on the example of the Moscow and Omsk oblasts, the Khanty-Mansi Autonomous Okrug and Khabarovsk krai. Activities to facilitate the inclusion of a new employee in a new professional environment and to improve the mechanisms of the adaptation process are considered. It is noted that mentoring practices, methods of collective interaction, joint solutions to work issues are the most common. Insufficient attention on the part of civil service authorities to the socio-psychological and psychophysiological aspects of adaptation support for new employees has been identified.
