Improvement of methodological recommendations for assessing the quality of implementation and economic efficiency of lean management projects in public authorities

The Effective Region program has been implemented in the regions of the Russian Federation since 2017. According to 2023 statistics, all 62 executive authorities of St. Petersburg are participants of the program. This article is devoted to the issue of evaluating lean projects implemented by government authorities within the framework of the Effective Region program. The evaluation of projects is carried out not only for economic feasibility, but also from the point of view of qualitative indicators that take into account the achievement of project goals and the effect of its implementation received by interested parties. The problem of pre-project analysis related to the lack of a forecast of the economic effect before the project is accepted for implementation is described, the ideas of methodological recommendations published at the moment for the purpose of application by public authorities are analyzed. The essential components of the economic efficiency assessment which are characteristic for the projects implemented in the executive authorities are highlighted. A universal calculation form that does not contradict the available methodological recommendations, at the same time facilitating the calculation of the economic effect by executive authorities and easy to fill in is proposed. To assess the quality of the project implementation, there are 3 main indicators that are calculated automatically when filling in the provided fields. Interpretation criteria have been developed for the totality of the executive authorities lean management projects implementation quality indicators.
