Development of inspection procedure on reported offence distributed in mass media on the threshold of pre-trial procedure reform

The article under consideration touches upon several problems connected with the inspection procedure on reported offence distributed in Mass Media, in the context of which certain concepts of pre-trial procedure reform are proposed. On the one hand, the author investigates quite a limited topic: problems of inspection procedure on a reported offence, distributed in Mass Media. On the other hand, she dwells on the subject of some global issues concerning the role and the significance of preliminary investigation as one of the forms of criminal prosecution, the prescription of modern prosecution agencies, the correlation of prosecutor’s authority and that of the Chief of the investigation agency while carrying out leadership over preliminary investigation agencies. The author also reviews such questions as the prospects of introduction police injury and investigating magistrate into Russian criminal procedure, which are very essential for procedural law. The author states that the development of criminal procedure could be extremely difficult with the above mentioned problems remaining unsolved.
