Improving the system of further vocational education for public and municipal servants in the context of the knowledge economy

A new stage of socio-economic development, called “the knowledge economy,” actualizes the need to transform the Russian management model. Public and municipal servants are a special element of the management system. Their training is carried out in higher educational institutions of the country under the program “Public and Municipal Administration”. However, training of public and municipal servants in the higher education system has some problems described in this article. In addition, persons who have extensive practical experience, but do not have a specialized higher education in Public and Municipal Administration, can enter public and municipal service. Further education programs are being implemented for these categories of servants. The article presents a unique experience of Dorzhi Banzarov Buryat State University in this field and shows the main mechanisms and practices that are used for these purposes.
