Improving the system of international co-production (on the example of the Cinema Foundation of Russia)

The article considered the international co-production as a way to project implementation in the film production - especially international cooperation, the problems that arise in the course of joint work of several countries, as well as the opportunities that such collaboration provides. The relevance of the stated topic is due, on the one hand, to the development of international political, economic and cultural relations of Russia, on the other, to the development, qualitative and quantitative growth of domestic cinema. The subject of the research is the activity of the Fund of social and economic support of national cinematography (Cinema Foundation of Russia). Within the framework of the study, we set the task to analyze the procedure of implementation international cooperation in the film production in our country, to consider the legal side of the issue, to study the sphere of state regulation of international activities in the cinematography and to assess the development potential of this activity. The results of the analysis showed the presence of significant reserves to improve the effectiveness of international cooperation in the film production. The programs of interaction be-tween the state and private investors proposed by us will help to establish the necessary public-private partnership in the film industry. The production of international film projects will bring together the investment, creative and technical re-sources of the participating countries. As a result, producers will be able to expand and diversify the sources of funding for films, which is especially important in the context of globalization of the film industry and the trend of increasing pro-duction budgets. We offer a systematic solution to the development of co-production at the state level. To this end, the article proposes to establish a special unit (international division) in the Cinema Foundation of Russia to deal with this issue. The mechanism of work of this division is considered in this article.
