The stimulation of personnel work activity is one of the key factors of organization’s effective management. The labor shortage requires new approaches to the formation of personnel incentive models. The study of personnel preferences for the composition of the social package is the basis for the model of non-material labor incentives. The social package offered by the organization is a powerful tool for increasing company’s loyalty and commitment. The methodology for conducting a pilot study focused on studying the preferences of employers of various industry companies in a city with a population of over a million is considered. The essence of the development is to improve the methodology for forming a model of a social package based on the “cafeteria” principle, taking into account various factors The essence of the development is to improve the methodology for forming a model of a social package based on the “cafeteria” principle, taking into account various factors. The objective of the first stage of the study is to identify the influence of the organization’s industry on the nature of the preferences of company employees and to develop primary recommendations for forming a social package model. The element of scientific novelty is consist two-level pilot study scheme of the city’s employed population preferences as part of the social package service. The practical significance lies in interpreting the pilot study results, determining the significance of the industry influence factor on the social package measures choice, developing proposals in different industry’s. Comparative characteristics of supply and demand for elements of the social package are presented. The proposed recommendations can be used to develop personnel incentives adaptive models with account industry factors.
