Improving the interaction of the highest bodies and the officials of state authority of Rostov region with the population

The article reviews the system of interaction of the highest authorities and the officials of state authority with the population in the constituent entities of the Russian Federation. The paper analyzes both federal and regional legislation (by a case study of Rostov region) regulating relations between government and citizens. The research subject is the constitutional and legal rules guaranteeing interaction of government with population in the constituent entities of the Russian Federation. The study examines the areas of improvement of the regional legislation, the introduction of new forms and procedures. Besides, the gaps and legal and technical problems of the legislation in power are revealed. It is proposed to make amendments and additions to the current laws and regulations of Rostov region and adopt the regional law on the electoral mandate. Moreover, the author substantiates the improvement of consolidation of the primaries procedure in regional elections and the application of the methods of e-democracy in the system of interaction between government and population of the Russian regions.
