The current state of employees’ occupational development: expert opinion

Based on the process and system approaches, the study reveals the essence and estimates the current state of employees’ occupational development in the modern company. The results of the expert survey of HR managers engaged in manufacturing, transport, and services sectors made it possible to reveal that occupational development is currently considered as one of the key areas of personnel policy. However, its implementation is still ineffective. Determining the role and place of the occupational development management entities in the functional and management structure of the company, caring for vocational adjustment and personnel training are insufficient. Personal and professional growth of employees is complicated by the focus of training activities on exclusively achievement of business objectives; the lack of due attention to business career and personnel reserve management and creative capacity development; the use of traditional and inefficient methods of personnel development in modern society; the inadequate funding. The authors conclude that services and manufacturing sectors are in a more favorable situation because they have already started using advanced personnel technology and are flexible about changing environment of labor market and education.
